In this paper a procedure for constructing a linear optimal design is developed. The solution applies to cases in which the total sum or squares of the input variables is bounded from above and thus to cases in which selection of observation is controlled by cost considerations and the cost of an observation is proportional to the sum of the squares of its input values.
